'THE VOTERS ARE ANGRY' CUOMO WARNS OF MISTRUST.(Main)

Nine-year incumbent Gov. Mario M. Cuomo evoked a barrier of mistrust between the people and their politicians in his State of the State address Wednesday, while proposing $800 million in new borrowing to create jobs and calling for a state constitutional convention.

With surveys showing most incumbents' popularity sagging, Cuomo said lawmakers and state leaders should have their pay docked if they fail to pass a budget on time. Voters, he warned, "don't like what they see."

"They're angry. They believe the system is rigged to serve entrenched interests, the powerful and the politicians, rather than the people themselves," Cuomo said.
